Convention Dates: February 17-19, 2017

Winter Congress is a unique convention distinct from the rest. It takes place in Washington D.C. and joins together other Junior State regions of the Midwest, Ohio River Valley, and the Southeast. Debates are modeled after Congressional-style legislative processes, and delegates from each region are divided into Senate and House chambers. Delegates write and submit their own bills to be debated at this convention, and after a bill is passed in both the House and Senate, it becomes a law. Each chamber is moderated by a chair and a clerk. Out of a variety of political parties, delegates can apply to be a Whip to sway votes in each chamber. At Winter Congress, for a weekend, Junior statesmen and stateswomen get the opportunity to engage in the lawmaking process.
