Winter Congress is a unique convention distinct from the rest. It takes place in Washington D.C., and joins together Texas JSA with the Mid-Atlantic State. To learn more about the Mid-Atlantic (MAS), click here. Debates are modeled after Congressional-style legislative processes,and delegates from each region are divided into Senate and House chambers. Delegates write and submit their own bills to be debated at this convention, and after a bill is passed in both the House and Senate, it becomes a law. Each chamber is moderated by a chair and a clerk. Out of a variety of political parties, delegates can apply to be a Whip to sway votes in each chamber. At Winter Congress, for a weekend, Junior statesmen and stateswomen get the opportunity to engage in the lawmaking process.
